Probably not. To produce the “warm” water, your washer actually combines hot and cold water (it does not heat the cold to a warm temperature) in order to produce the right middle ground temperature. During winter months, the cold-water source is often much cooler than normal. This causes the resulting “warm” to be colder than normal.
